They use the free daycare and then move to Arlington, fairfax and silver spring.

Some upper elementary kids go private.

NCS and STA start with 4th grade.
I have friends who are at 1 of the Virginia Privates and left their DCPS that did not feed a decent MS after 4th as it was easer to get in.

BASIS and Latin start at 5th so families that may not have good MS / HS options leave if they can get a spot.

More parents are starting to keep their kids in school longer.

OP, are you basing your observation on lottery waitlist results that you are looking at actual school enrollment numbers?

Correct and familes use the PK3 and 4 programs as free daycare until they find better options.

I notice that there are a number of DCPS that have huge PS/PK classes and then the number of students in K, 1, 2, etc. are very small. Where do all the rising PS/PK kids go, especially when at K, there will be a number of IB students that are guaranteed a spot?
