I'm looking at actual school enrollment numbers. There are some schools that have 60+ slots for PK3/PK4 and much smaller numbers for K. Even if all the factors raised above were true, it still seems like the upper grades would not be able to accomodate the rising PS/PK classes.
Some upper elementary kids go private.
NCS and STA start with 4th grade.
I have friends who are at 1 of the Virginia Privates and left their DCPS that did not feed a decent MS after 4th as it was easer to get in.
BASIS and Latin start at 5th so families that may not have good MS / HS options leave if they can get a spot.
