Check out the upstairs bar area at Le Chat Noir in Friendship Heights. Nice vibe, I know they rent out for private parties.

You could probably rent out "Twisted Vines" on Columbia Pike for that - a friend's husband threw her a surprise party there and it was really cute and fun. You might also see if Cheesetique or Curious Grape in Shirlington could accomodate you.
Rustico in Ballston has a back dining room that might be good. Virtue in Old Town has a back room with pool tables that can be rented, and they have wine.

With that budget (or just a little more, or just a few fewer guests), you could probably do an event at a winery. Get one of those limo-buses, and have a tasting, heavy hors d'oevres and dessert in someone's barrel room.

Which neighborhood? Jackie's in Silver Spring might be a good option. They have a back area that can be rented out privately.
