I've made potato pancakes too with shredded potatoes. They are good. You could make them smaller for tater tots.

Maybe potato pancakes with hash brown and mashed mixed together for that tater tot consistency?

Yes, I haven't made them a lot but essentially I make latkes (and I'm not Jewish). Shred potatos, a touch of shredded onion, egg and a little potato starch for binding, then seasoning of choice. Mix in a bowl, then make little balls and flatten into discs. I pan fry them in about 1/4" layer of oil in a large skillet until golden, flip, cook second side, and plate on paper towels to soak up some of the oil. Alternatively, you can bake them on a cookie sheet with a wire rack and spray them with cooking spray for a lighter oven baked version but the pan fried ones taste better.
