Does he have one or two really close friends? Instead of a party for a large number of kids, you could do something higher end with one or two friends, like dinner at a really nice restaurant. Or go to a ball game (Nats or United).
Friends have done some sort of pirate ship in either Annapolis or Baltimore. That might be a cool outing.
Honestly, ask him. Or come up with a few ideas and ask him to choose one (unless you are hoping to surprise him).
