For what it's worth, when we applied from VA to VA in-state schools last year we had to provide VA address and the date in which we, the parents, moved into the state. Maybe social security - I can't remember. But definitely the date we had moved into the state so they could confirm tax records.

OP, for Virginia, this is the authoritative citation. Note that the shortest term deadline would have the student make a VA in-state claim several months before the earliest possible application deadline -- so as to establish in-state status at least 12 months prior to the first day of college.

If DC delays admission for 2 years, and during that time, DC and parents own or reside in a VA property, have VA drivers licenses and vote in Virginia. And you know the state motto. Then, maybe yes.

My siblings did this. My parents bought a house in the college town, and my siblings lived there and rented rooms to friends. They got the utilities in their names and registered to vote and registered their cars in the state. I th in they got in state tuition by junior year. Maybe sophomore year for the younger one.

In many states, you cannot attend school during that time either.

Are you moving as well, or is your dc just attending college? If the latter then it is very difficult. If it is the former then you've got a better shot at least at some point prior to graduation.

Check out California's requirement as a example. If you are attending a UC school and trying to get in state residency you aren't even allowed to leave to visit family for holidays. Of course if you are moving to CA too then your DC wont need to travel out of state.

It depends on the state, but note that for many it is virtually impossible to establish residency as a student, because your reason for moving to the state cannot be to attend college.
