Seriously. People just walk wherever they want whenever they want. Lately I've also seen people crossing at intersections but waiting until the light turns red. It's like they forgot that green means go and red means stop.

That said, I'm not trying to blame the victim here and hope the person is ok.

My husband saw on Twitter that she was apparently not breathing and taken to a hospital. Nothing more. No idea how old.

I'm pretty tall (5'10") and my head has come pretty close to getting slammed by the side mirror while I was standing on the curb. Now I always stand a few feet back.

In addition to pedestrians on smartphones, there are plenty of drivers who are too & I walk through that intersection every day & I'm always amazed by the number of cars who blow right through red lights.

Two words: smart phones.

Yes it's the driver's legal fault much of the time because of the language of,the relevant statutes. ("Failure to yield", etc). However if you've spent half an hour watching pedestrians stumble out into the roadway with their eyes 100% glued to their little screens in their hands, you understand how "this happens so often in DC"

It happens everywhere. In London tube trains are delayed all the time because "of a person under the train."

This is true, but more often than not, those are suicides.
