But Obama issued a signing statement effectively saying that he didn't like that provision and wasn't going to follow it.

Wait, didn't he basically campaign against Bush's use of signing statements. Oh Barry, governing is so hard.

Congress is to be given thirty days notice before the release of prisoner from Gtmo.
