Yes, because she's basically just used as a prop to appeal to the schadenfreude of upper middle class white women everywhere who may or may not harbor a fantasy or deep fears about going to prison themselves. Eventually, it becomes obvious she's used as a prop to showcase some ridiculous stereotypes of women of color and lesbians. The whole thing is designed so that the audience can feel better about herself by giving that sensation of looking down your nose at someone. She's the opposite of a sympathetic character.
