Sounds like it could be mealybugs. Mealybugs would need to be dabbed with rubbing alcohol on a q-tip. Then spray the plant with some insecticidal soapy solution.

We have a hanging pothos in the corner of our breakfast room. Although it did very well when we first brought it home, it now has spots of a white, furry-looking fungus(?) on the leaves and branches that won't go away. This is the second hanging plant we've had that has developed this problem. Anyone know what it could be or how to get rid of it? Full disclosure--I've also been having trouble remembering to water it lately. Not sure if lack of water could somehow be a cause?
