Does the board consider GAI when looking at Wisc scores especially for those four less than 125.

It really depends on many other factors (eg. NNAT, CogAT, GBRS, and report cards), since your DC's score is on the border line. I believe the cutoff score of WISC IV for last year was FSIQ of 128.
