OP here - thank you for your replies. I wanted to like the 3 buck chuck, but don't. The rooster rings a bell - I think it's something my brother recommended and I liked it - I will look for it.

The one with the rooster on it is awesome and only about $4. I forget what it's called. I'm not usually a TJ's wine fan but this wine is worth it for the price. There's another one, same brand, that is a Syrah with a different animal on it. Also good.

TJ has several kinds of Epicuro wines from Italy that should meet your specifications.
It also has the benefit of responsive staff that can help you find what you need.
Generally I have found that inexpensive imported wines provide greater value and quality relative to price, i.e. they are better than American wines at the same price point. Once you go over $20/bottle, it becomes trickier.

I don't normally drink red wine. I really, really dislike tannin-heavy stuff but I'm OK with brighter, fruitier reds.
I'm looking for a bottle 10 and under that I can use for a beef dish and drink the rest - one that's easy to find at my most commonly visited stores.
