You can cut down to just above the top leaf. Might be a good idea anyway with the heavy rain we're supposed to get tonight.

Ok, thanks I will. Should I remove them right below the flower, or further down the stalk? Or does it not matter?

Is it best to clip them off or just leave them on the plant?
The most recent rainstorm really battered our beautiful peony bushes and I'm not sure the best thing to do.
