You need a bikini top on underneath. Otherwise it will have the "wet t-shirt" look - the outline of your breasts and nipples will show.

I take one to the pool with me to throw on over my suit if (1) I don't feel like putting on sunscreen (2) I realize my sunscreen will wear off and I can't reapply well to my back (3) I feel like going to the pool but in a bathing suit mood or (4) my son want me to go down the slide with him.

My chest area especially gets burned easily no matter how often I reapply, so now anytime we spend a long time near water, I put on a rashguard after awhile.

Because it's easier and a more sure thing than trying to make sure sunscreen is everywhere it needs to be.

+1 Especially since I used to rely on my son to get sunscreen on my back.

Lands End used to sell some that were made for this purpose. I'll see if I can find them.

Why? I went bikini less once under a rash guard and looked awful bc I am a c cup.

But is op is small I think it would be fine. There's nothing obscene about it.

Assuming by "nothing underneath" you don't mean no bottoms, I think it would be fine. I'm a DD and I it would kind of obscene if I did it, but if you're small you might be OK.
