Given that the impact of each option would result in some redistribution of FARMs populations (directly or indirectly, through random lottery or set asides of kids from "underperforming schools," however that gets defined). Has anyone with the DME or DCPS looked at whether D.C. could lose some Title 1 funds if some schools no longer qualify? It seems to me that the set asides would not increase FARMs percentages enough at the "performing" schools for them to qualify for Title 1, but some schools may lose enough FARMs population so that they lose funding.
