Since the nephew will be in 3rd grade, he will not have the Science part of MSA.

I can only speak for elementary, so "finals" are not an issue. My understanding is that the test is much shorter, and it is designed to be taken with 75% of the year's instruction complete and then with 90% instruction complete.

Sorry, that's MSA Science only. PP is correct, PARCC is for reading and math, twice a year (end of 3rd quarter and near the end of 4th).

My nephew is moving from NY into 3rd grade. His mom was asking whether he would be taking MSA or the new PARCC? Will the later be fully rolled out by then?
