You can buy paper bonds with your tax refund. There's a form IRS form 8888. You can get them as gifts too for others.

you can buy a paper bond on Ebay…don't think you can cash them in so would just be for a joke, but I assume this is a joke gift anyhow (you're not really "giving her $25 for a gift")

You can't. I used to buy these all the time for baptisms, births, etc. Hate it.

I like that it's electronic, but who always knows the recipients social security number??

You can't. they only are sold electronically now. I just buy a $25 one when I am sitting on $25 extra just to have them for my daughter later on in life. I try to buy one every month. It isn't a lot, but maybe braces or very expensive camp later on...who knows.
