I have layers. Shortest layer is about an inch past my chin and I can still do a pony tail easily.
Yes, at shoulder/collarbone length, you should still be able to do a short ponytail.

No layers, shoulder length would work. You could go a bit shorter with a messier ponytail that's short...is this just for working out?
