Because the ACT covers actual subjects as opposed the mere reading and math of the SAT?

Can anyone explain if you take the ACT with writing why you don't have to take subject tests or writing with the SAT? Several colleges that I've looked at have stated this.

So, what is in the ACT with writing that would eliminate the need for subject tests?
