Her scores seem low for UMBC? UMD seems highly unlikely.

I think she has a lot of requirements--business major, medium sized, urban, with scores in her range, and in Maryland--also public? (I'm confused about whether her dad's requirement is that the school be in MD or that it be in-state public. Either way, American doesn't belong on the list.) That school doesn't exist, so she is going to have to make some compromises.

I think Salisbury sounds like a good fit. Has she visited?

Is it cost of OOS that her father is unwilling to pay? If so, will she be eligible for financial aid that could reduce the cost of OOS? Or is the issue that he wants her to stay local?

Some OOS public schools are very comparable to MD publics. For example, Wisconsin-La Crosse might meet her requirements and be affordable. If she's willing to consider a larger school, Alabama at Tuscaloosa is very affordable.

If she will be eligible for financial aid, she might look at Belmont U in Nashville. Smaller schools that meet her other requirements are Eckerd, Wittenberg, and Southwestern in TX.

If her dad wants her to stay in state, regardless of cost, and she is willing to consider a smaller school, she should look at McDaniel.

her GPA is a little over 3.0 unweighted. Her dad isn't willing to contribute to an out of state college. And I would only be able to afford less than $ 1000 a semester

I'd suggest she look at Pace (near NYC),Emerson and U of Hartford - possibly Ithaca but that is isolated, too (although the town of Ithaca houses 2 major universities, so not a quiet place).

What's her GPA OP, and what's the issue with her moving out of state? Will she be full pay or will she need aide? I agree with pp, let her do her own research and try to find schools that appear to be a fit for her, and then you can come in and maybe help her expand the search, if necessary.

How about UMBC or VCU? I think both UMD and American are unlikely.
