You can try to enroll whenever you want, but depending on the school, are you sure the spots will be there when you are ready? Does your older child's school have sibling lotteries for PS3 and PK4? A lot of parents who aren't necessarily ready for their kid to enroll at PS3 do so just to make sure they are in if there is stiff competition for PK4.
But I don't know of any charters who care other than where there are open spaces. I don't know of any schools who say "We're really rather you start at PS3".
