I always put the ribbon closer to the top mattress so the kid in the bottom bunk can't pull it off.

It goes up, closer to the top mattress. Support for the mattress as it's directly under it.

I don't think it matters. Whichever side, just make sure it doesn't fall through.

I'd assume the ribbon goes down for (some) additional support. Does it matter?
