I grew up in Japan where everybody eats fresh raw fish daily, and also had my DD1 there.
In Japan usually parents are told to wait until their kids are at least 3 years old to give raw fish, mostly because of the risk of food poisoning.
Many parents don't wait that long, so I think the average is somewhere at age 2, but it's not very common that 1 year old eats raw fish in the country.
Personally I introduced my DD1 to raw fish when she was almost 3, and DD2 at 24-25 months by accident (she took some from her big sister's plate.)
And let me warn you one thing; when you give raw fish to your kids, be sure to avoid white tuna. I had never even heard of the fish until I came to America, and found out why after I got sick from trying it at a non-Japanese owned Japanese restaurant.
