We are changing to a smaller team for winter. the team our kid is on is too big, no individual help and this is at an elite level

Most peopel do not realize that the summer swimming is more like the rec league compared to the year round swimming but the fun of summer swim team can't be matched in any sport.

This year my son started doing winter swimming (two 1 hour sessions per week). His times are OK but far from great (average to below average times). The swim team is also teaching techniques but it doesn't seem to pay enough attention on each individual. i do think constant feedback to correct mistakes is equally important as hard practice. I'm also wondering if we should hire a private coach on top of the regular swim team practice.

I don't know CSC other than their website, but do know swimming. It depends on the age of your kid and your expectations. Focusing on technique like they claim is a great approach for any team. Is 1 hour/week enough? For younger kids, yes probably. Any swimming in the winter will be an advantage over no winter swimming, though not as good as 2 or 3 hours/week. For older kids, it might provide some benefit, but will be tougher. Swimming correctly is unnatural and takes repetitions with feedback in order to master. 1 hour/week is probably not enough for an older kid with poor form to overcome bad habits and engrain good ones. Kids from this program should have some advantage over kids not doing any winter swimming, but not over the kids on year-round club teams.
