I would wear long pants. I did a 1/2 last weekend in another state, but with similar temperatures, and was fine in my leggings.
For tops, I wore a long sleeve shirt and my running jacket over that...then a huge old faded sweatshirt on top of that. The sweatshirt was a "throwaway" one--most races anticipate that runners will toss layers to the side just before the race or in the first mile or two and have volunteers collect them and donate them to charity, or dispose of if they aren't suitable for donation.
Around mile 4 or 5 of my race, I ended up taking off my jacket too. I could have tied it around my waist and ran like that, but I find that uncomfortable, so I ended up ditching that too.

Kind of sad because it was my favorite running jacket, but I ended up getting a GREAT (for me--I'm not a super fast runner either!) time and I'm not sure if I would have done so well if my jacket was tied around my waist, annoying me.
So...all that to say--dress in layers that you don't mind losing.
