Rsvping late is very rude, but saying no would be proving a point but punishing the kid who has parents that don't have their act together. I'd model graciousness for that kid so they see what good manners look like.

It's definitely not ok to say it's too late to RSVP. It's even ruder than the late RSVP.

If you're just worried about favors, let the extras come. You could always get something similar from target and give it to a sibling. I'm sure the extra kids would rather come and get a different favor.

Yes, fine if it's a venue. Iffier if just at your house, but I think it's okay to say many apologies, but you already gave the venue the head count. If it's easy to change, though, I'd just add the extras. (More of an issue if it's a place with a max and you said okay to the siblings because people didn't RSVP on time, so now you would have to axe the siblings to take the late responders.)

That said, we always have a couple of no shows anyway for stuff like that so not sure I'd stress about it. Next time maybe word the deadline even more strongly, letting them know you must know and you can't accommodate late RSVPs.

Depends. Would you rather accommodate one more person? Or is it too much of a hassle to run to the party store? The favors just need to be similar, not identical.

RSVP deadline was last week for my child's party this weekend. I let a few families know they could bring a sibling after the RSVP date. I finished buying favors, gave the venue a headcount and ordered food. I bought 2 extra favors and 2 more people RSVP'd this week. If any more people RSVP, I am going to have to scramble.
