I think it's because of the new lottery system. We can't just apply everywhere in a big Snowmageddon. We have the illusion of choice for our snowflakes.

MV is 8 after sibs.
CCPCS said usually half go to sibs--so that's 16 non sibs.
Bridges has 48 total spots, not sure how many to sibs.
IT has 44 spots, not sure how many to sibs.
