What you need to do is drag them both to look very close at DD's diaper rash. Explain about the pain and danger of a urinary tract infection on such a young child. Explain that diapers need to be changed often not only because of the risk of infection but also because otherwise it is harder to clean.
Then, you will insist on walking them through the correct diaper changing procedure.
Then, they cannot escape yet, because they will have to demonstrate changing the diaper, putting whatever diaper cream on, etc - all the gestures in the correct order.
Reiterate that they have to change the diaper every X hours and check it. And tomorrow call them from work every X hours and ask if how the diaper rash is going and whether they have changed her yet.
Of course, you will thank them for taking so much pains with DD.

ugh you have serious control issues. OP, just tell them to change her diaper at least every two hours or so- 4 diaper changes in a 9 hour period sounds reasonable. Tell them to really make sure they clean the poop off of her. Give them a second try with these directives.
