Think about the number of students that get into AAP that have younger siblings. It would be impossible to accommodate the number of students that meet that criteria.

We had similar situation, but were turned down because of overcrowding at center school.

If the center is overcrowded, I think it is highly unlikely.

We tried to get our second child into the center school - it was overcrowded (Archer) and were turned down.

Also if a transfer is approved it needs to be approved every year.

It is possible if there is room and the principal approves.

If one of my children gets into the AA program and goes to the center (bc Local Level IV is not offered at the base school), is my other child able to go to that school, too, so that they don't have to be at two different schools? There are a lot of different factors to consider, but I am just wondering if this is even a possibility because I thought I heard once that it was. FWIW, the center is overcrowded if that's a factor.
