It sounds like he is smoking pot. You might as well own up that you were suspicious of his behavior and now have reasons to believe that this is true. Why don't you call Jerry and see who picks up?

Not sure why you care if he knows you go through his phone. I check my teens' phones often. There is no expectation of privacy in this house.

This is his dealer. Look for independent signs (red eyes) and then confront him.

I am extremely liberal and would not tolerate this. POlitics have nothing to do with this.

Its normal for kids to experiment but this sounds like he's been on a real bender so I think you should step in.

Your son smokes weed. Check his eyes for confirmation. Then have a big talk about buying safe drugs, and what the laws are in your state for those found in possession and what his plans are if he gets busted.

This is not a hippie/liberal bias. Aside from the fact that lots of conservative folks smoke weed too... OP's political leanings, whatever they may be, don't actually have anything to do with the choices that her son makes. It's her job to do the best job she can of raising her son, and I don't think secretly going through his phone falls under that category. If he is in danger, seems like he needs guidance, or asks for help, by all means OP, step in. But at this point, he's just a teenager experimenting the way most teenagers do.
