What happened to doing the work and being polite enough to either just do it out of kindness or be gracious enough to take whatever might be offered?

Um, when was this? On TV? My husband cleared our neighbor's front steps because he was already out there anyway and they have a new baby. I would not expect the same from a teenager trying to earn a few extra bucks shoveling.

OP, where have you been for the last 50 years? Kids aren't going to do it for free or for whatever you decide to pay them. Get a clue.

No problem with hiring kids, but I would not respond to a request for employment unless it was made directly by the kid.
