OP, I had a job at the FDA with a Bachelors in Public Health as a Consumer Safety Officer if that helps at all. I got my MPH and ended up as a government contractor as a Public Health Analyst.

I don't know why I'm even responding to such ridiculousness, but I have one of these masters, work hard but work very normal hours, and am compensated well. Not in a government job.

Agree with above PP. DH is an analyst and has a Masters in Policy. He's worked with people who have healthcare backgrounds (ie nurses) who then got Masters degrees in something else (health administration). Some people have PhDs. Can't think of anyone who has only a bachelors.

You need a masters of some sort. Doesnt have to be MPH but that does seem to be the most common for that particular title. Public administration, public policy, or other health degree are others that I've seen.
