Take a look at it from a genetic standpoint. Are the men in your family or his father and father's family particularly hairy or were they "late bloomers" with regard to facial hair?

He is lucky. I had to shave twice a day. So I grew a beard

My husband never shaves. He has a bit of hair on his chin, a mustache and a few scraggly hairs around his face but that's all he can grow.

Normal. Most teenagers do not need a daily shave. There is upper lip hair and chin and sideburn hair but not a real beard. It is the rare teenager who can grow a full beard until some time in their twenties.

My 17 yr old rarely shaves either. Runs in both sides of the family.

My son could care less. There are no self-esteem issues there. He's never even mentioned it. And I'm perfectly okay with him not being hairy. I was just curious--and thinking about the teens I saw at the mall today with full beards.

My DS is 18 and he shaves like once every 3-4 months. Very little facial hair. His older bro was the same way until about age 20, but now has a bit of facial hair and needs to shave regularly (still not every day). Some people just don't have a lot of facial hair.

My husband is 34 and only needs to shave about once a week. It's just genetics!

Is he worried or anxiously anticipating more hair growth? As his mother, his self-esteem would be my biggest concern. I do not think there will be much more capillary development at his age.

Being partly Asian and having married an Asian, I am around a lot of smooth-faced young men of both families. For us it's normal - I confess that a lot of body hair on men, as seen sometimes at the pool, for example, seems repulsive to me.

So the bottom line is there are plenty of people in the world and in this area who do think this is perfectly fine!
