School Board members will probably reserve spaces for their own kids, like they do re transfers between schools.
Some of the School Board members don't even have kids.
And I doubt they would put their kids in this kind of program. They are probably going to send their kids to private school by 4th grade so take heart, lots of transfer spaces should be available.

As you are learning, ACPS is primarily concerned with correcting under-achievement. It has been much less interested in implementing programs designed to appeal to high-achievers.
That could change now that Sherman is gone, but I doubt it.
Sherman literally told parents that private schools were a good option if they wanted to push their kids.
That said, TC has a robust AP program and good faculty, so it is possible to do quite well there academically. It's just not a priority for the system to make that happen.
