Black turtleneck sweater. They never go out of style. Don't know about your price range. Lands End has great cashmere turtlenecks I wear for about $100.

You could get it monogrammed. Check which tyoe he has now (bifold, trifold) and the color. Recommend Leatherology.com for their quality.
