Not sure how much you want to spend, but Tiny Little Jewel Box has some great DC-themed stuff on upper floors. Will be at least $100 though..

I did the White House ornaments. The Zoo also has a panda ornament but don't think it's as good as the WH ornament. I also started a post asking this very question (although it was for small Christmas gifts--DC-specific Christmas gifts or DC-specific holiday gifts) maybe last September or October (probably under "Off Topic" but not sure) so I'd do a search; people had some good ideas.
Capital City Mumbo Sauce was a recommendation and I brought two bottles (they are plastic bottles) home for people. You can get it online.

I like shopping the museum gift shops for gifts, when I can find the time. The gifts might not scream DC but they have some unique stuff and you can say where you got it.

You can get a dry pack of Senate bean soup mix at most of the touristy stores. Or a nice calendar with scenes of the city.
