No she doesn't need to be able to ask men out. A man who's interested and has a backbone will do it himself. Relationships that start with the woman directly chasing the man never work out well for the woman.

OP, it would be good practice for you to ask this guy out. I know you're not used to it and it probably makes you uncomfortable but you need to be able to ask men out! It's just a skill you need for modern life like being able to write a resume.

Ask him out for a group event, like a happy hour with a few friends. Maybe if he gets more comfortable, he will either ask you out or let you know somehow why he's not asking you out. (shyness, disinterest, gay, etc.)
