This is not college. There are no "Early Decision" letters sent out. People who are requesting financial aid must provide a copy of their 2013 Income Tax Return to the decision makers before March 1. Since employers have until January 31 to provide employees with their W-2 forms, most tax returns will be filed in February to meet the March 1 deadline. Only after March 1 will schools be notified what percentage of aid a child is eligible to receive. That is why all admission letters (and financial aid awards) are mailed together in mid March. The decision to accept or reject admission and financial aid then falls to the parents.
