Yes they do. You can get heavy duty blackout thermal curtains and inside mount tension rods.

Plantation shutters also help.

In addition to noise reduction the above options also creates an insulation barrier.

I am afraid to ask, how much should I budget for triple paned windows? I have 6 on the main floor I'd have to replace, and 3 on the upper level (although I might not do them all at the same time).

Nope. Best bet is new triple panned windows.

We live on a slightly busy street and I'm getting sick of the street noise. I was lamenting the cost of new windows (which I know would make a big difference, since my neighbor has them and you can barely hear anything in their house), when a friend said I should just try putting heavier curtains up. Right now we just have plantation shutters covering half the window.

Would this really make a difference?
