Did you let him know in writing that the tree threatened your property? If you didn't, too bad. Is the tree alive? If it is, too bad. If you had offered to pay all of it, maybe you'd be paying less than you will now.

A crappy neighbor wouldn't ask the question and would have told the neighbor it's their problem. You have no idea what is and isn't under control so implying that makes you a crappy person.
Not PP but you seem to be insinuating that the growth of shrubbery on your property is somehow out of your control. I'd love to hear how that could be possible. Even if you are disabled, you must have some way of dealing with maintenance issues that come up regarding your property or you wouldn't be able to live in a single family home.
