Pearl Dive on 14th St. On a nice day, the front windows are open and you can even sit outside if you want. (Not patio seating--outdoor barstools for the indoor/window bar.)

J.Paul's in Georgetown. A buddy of mine and I actually lucked out once and got the window seat in the bar, hard to come by.

OP here, nothing imparticular we are looking for - just a nice setting with lots of people wither walking in or by. I remember a looong time ago some place in D.C. on the water down in Georgetown if I recall...

Hank's Oyster Bar in Dupont Circle (also with locaitons in Alexandria, I think)? Not sure if it meets your people watching criteria but the food is great and there's a big bar where you can certainly watch people come and go.

My wife and I love to have oysters together and enjoy a surreal scenario of people watching as we do so, whether it Alexandria or the Harbor, does anyone have any good recommendations around NOVA, DC, or MD?
