I know there were Farsi classes in DC for kids b/c we know someone who sent their kid there. I think it was around Tenleytown, but I don't know how young they started.
Georgetown University and the Middle East Institute both offer classes/programs for Farsi for adults, but they might be able to connect you to local, cultural resources.
There are lots of Persians living in this area--lots of restaurants. I'd try meetup.com or cultural organizations, e.g.:

Also, there was a thread in the Cooking & Food forum about Persian food where a Persian parent with a young kid posted to connect with other Persians and another post in the Playgroups seeking Persian parents. (It might have been you, OP, but I realize I spend way to much time on DCUM.
