Unfortunately, VA doesn't have alot of dim sum that I would consider as Wow I must stand in line for it. It has a large Vietnamese population, meaning, more Vietnamese food options. But, alot of the Vietname are Chinese related so you get some Chinese (Cantonese style) restaurants, that tastes better than the northern style Chinese dim sum.

Hong Kong Pearl, Mark's Duck House and Fortune would be my choice in VA.

In Montgomery County, it's different. Dim Sum tastes better on this side of the river.

PP here. A&J has two locations. One is in Annandale. I can't find a website but if you google you can find menus.

Have only been to China Garden of these three. It gets really crowded, so go early and be prepared to wait.
