ICC to New Hampshire is the best route. There is NO traffic on the ICC though the toll cost can really add up. You pay for convenience.

Okay, my last response because my brain is rolling too fast this morning. If you take major streets heading east from Rockville or Potomac, you should be okay. Montrose/Randolph Road will hit New Hampshire. The beltway hits New Hampshire, of course, but be prepared to bail out at your nearest exit if traffic is at a standstill or an accident.

I suggest getting a good old-fashioned street atlas and plan your backroads. I am a backroads queen, and I've never been caught. Heck, I know streets that aren't even on the map yet!

If you can pick up East-West Highway (heading east) in downtown Bethesda, you can take it all the way to New Hampshire Avenue then make a left heading north. New Hampshire will run you right into White Oak. I will assume you work at the government facility in White Oak.

You will be going against traffic so it's easy peasy and you can totally avoid the beltway. Good luck!
