KOA is a fine option for what you describe. I assume they will enter a team into a league, provide the coach, practice and uniforms.

There are Jelleff and Montgomery County leagues.

Where are you located? In Virginia, I think most towns have their own leagues - Vienna, Reston, Chantilly, Burke, BRYC, FPYC all have rec leagues for kids of this age. At the rec level, the coaches are usually parent volunteers, and the registration fees reflect that. If your child is more serious about the sport she can try out for a travel team (5th grade around where we live) and those may have professional/paid coaches. If your family is part of a Catholic parish or school, she can also participate in CYO basketball, which also starts in 4th grade in Va.

My 4th grade daughter would like to play bball but her new school does not have a team. There are a handful of girls in her grade that would like to play but none of the parents has the background to be an effective coach. I heard about KOA teams. Does anybody have experience with getting a coach that way? Are the coaches good? Any insight appreciated.
