I am a contractor. My partner is a Fed.
As a contractor, I get paid about 25% more for a position that is a 1/2 step below my partner's.
Bottom line - as a contractor, I make more for less responsibility. This premium is the beta - or risk factor.

You make your bed. You choose to be a contractor. Contractors don't get paid during a govt shutdown, or after. You want to get back pay for shutdowns, go work for the feds.

If you are asking this question, then perhaps you don't understand our business. I think the folks above explained it. Our companies can only make money when we do the work and bill to projects. You can't get paid back for work you did not do, that's part of the deal when you are a contractor. In fact, it's part of your contract. I think it's vital for staff to read the fine print on these contracts, so you can see what you're getting into. It's waaay more risky than it appears.
I think the ability to bill overtime will vary by company. If your company does not have the resources or ability to keep you covered on other unaffected projects, then you're just screwed.

Because your company has the option of using you to work on other projects. Some company's are doing just that. Your company can also choose to pay you, they just cannot bill the government for it. If they billed the government for it, they would be asking for a hand out and the Republicans would not allow that. The big reason for outsourcing is to save the government money, including being able to not pay people when their services are not needed. Your services are not needed, so your are not getting paid. The federal Government is not your employer.

I'm not getting paid back because I must bill every hour to a given project/program and the Govt client demands accountability of work done during each increment of funding. I can only bill and get paid for hours worked otherwise I'm in violation of my company's and contractual policies. There is a slight possibility I will be able to work paid overtime to complete tasking we didn't do while we were shutdown.
