Aww. Poor kiddo. Is there are small community rec building at the park? If so, you might be able to rent it if you hustle to Parks and Rec tomorrow. If not, with such a small group of kids, I would do a party at the house with rainy day themed games.
Clear some space, have kids race to see who can put on their rain boots, rain coats the fastest.
Have kid's cut out and color or fingerpaint images of clouds and umbrellas (just print out from computer).
Play pin the raindrop on the cloud (again, print stuff out)
If the parents are cool with it, put on raincoats and boots and splash in a few puddles (as long as it's not a total downpour).
