just updated on an iphone 4 (verizon) and while the GUI looks nice and fresh, i would not recommend the update to fellow iphone 4 owners.

It taxes the iphone 4 hardware way too much and runs a little choppy.

I had same issue and only after updating iTunes and plugging in my phone to my laptop did I get prompted to download.

Apple's servers are overwhelmed right now. Keep selecting "software update" and eventually it will work.

ITunes probably needs updating. Do that, then plug in your phone and you will be prompted to download IOS 7
