Are you talking about current families that are leaving next year? How can they give up there spots when the school year just started. Do you mean they plan not to return? There was very little attrition this academic school year.
There are other possibilities, right? I am talking about people whose kids were already there or had already gained access via lottery, but chose not to go this school year.
They will then start calling people off the waitlist?

If you move the school a mile south and east, there has to be some attrition, particularly as the public transportation connections between Columbia Heights, Mt. Pleasant and Petworth and the N. Capitol and Truxton/Bates/whatever area are not very good.
