It only takes a split second to see a driver and recognize basic info (age, sex, hair and skin color). As someone who walks a lot, nothing seems off to be about OP's description of the event.

OP, A similar thing happened to me once. I was walking in the parking lot toward my car when a man suddenly backed out of his parking space and missed me by inches. In fact, I was so startled that I yelled and hit his SUV with the two grocery bags that I was carrying.

We were walking back home from dinner, we waited forever for the red light, we crossed on the pedXing, DH went first pushing our double stroller and I went behind him. Your daughter failed to stop at the red light and hit my backpack. I was terrified!!!!

Obviously I didn't get the license plate. She didn't even notice she hit me. She had her head down and her phone in her hand.

People, please don't use your phone while driving!!!!!!
