Many temporary agencies just "interview" (i.e. bring them in to talk) candidates to screen them for professionalism, skills, etc.

I've had it happen, both as a candidate and as a hiring manager. It is sometimes hard to ascertain the level of knowledge or skills from a resume, and certain things have different meanings to different people. "Created financial models" can mean anything from a simple spreadsheet with a few formulas to highly complex models with thousands of lines of code. That is why, as a hiring manager, I always do a quick phone screen before bringing someone in for a full interview, that really helps weed out non-viable candidates.
